This is incorrect.

First of all, you never seen the divine favour healing amounts when you cast a healing spell on someone else.

Secondly, healing spells such as heal party and heal area target you- you alone receive a divine favour bonus, the rest of the party members don't. This might be what confused the fellow above.

Because of the way these spells work and their higher mana cost, they are good spells (along with heal other) for an El/Mo using energy storage to make use of.

Is this given as a quest reward or do you have to "purchase" it from Osric? I've been looking for this spell everywhere....

This is a good spell for a healing e/mo to spam when in pve, this and healing breeze.
